Give notebook connection ids a persistent id across workspaces

Currently if you use a notebook connection the id used to identify this connection changes every time you remove it, every time you deploy it to a higher environement, etc.

This makes using these in production processes difficult as you have to manually find the ids for every notebook.

Let us use the connection id defined in the manage connections page so that it is persistent across multiple notebooks and environments.
