Introduce tenant setting capabilities that allow controlled exceptions to centrally enforced tenant‑level policies (such as Allow non‑Entra ID authentication in Eventstream or Block Public Internet Access), enabling governance‑approved deviations by domain or workspace without requiring full tenant‑wide enablement.
