Fabric Tenant Setting to Enable/Disable Folder Creation

With Power BI at an enterprise scale, our governance of the platform takes top priority.  Today, there is no setting to limit or restrict the creation of folders within workspaces, other than the restriction for viewer users.  This would create a chaotic situation with hundreds of contributors and members on the platform.

It would be best if we can have a fabric tenant setting which would provide us the ability to toggle between enabling/disabiling the creation of folders, along with who (user group) can create folders when enabled.
