Fabric Capacity Metrics App unable to get it installed with lower SKU capacity

We currently have F16 SKU Capacity and could not install Capacity Metrics App. It kept giving us error that we need to move to a higher capacity to be able to install that App.

Finally, I used the trial version to get the app installed which is valid only for next 60 days.

It would be great if Capacity App could be made available to every subscribed user irrespective of whatever SKU capacity.
