Expose Dataflow Gen 2 Parameters to the things that make them run, like Pipelines and Schedules

Dataflow Gen 2 supports Parameters. Yes, you can edit them at design time, But it doesn't look like you can change them when you schedule them. And I know for sure you cannot set the Parameter value when you call it via a Pipeline. If we don't have external control to set the value at RUN TIME, it is nothing more than a VARIABLE, NOT a Parameter.

It would be nice to allow have the Parameter exposed to the Pipeline so that I can set its value at RUN TIME.
