Epic idea: Tooltip auto-scale

Report creators often struggle with tooltips when their consumers are scaling or resizing visuals depending on the size of their screen display. To avoid the annoyance of scroll bars appearing when the data updates after resizing, it would be a great idea if the tooltip pages could dynamically expand or reduce in size to scale automatically with the report, without being affected by the zoom, screen resolution, or device.
