Enable per-user (1:1) Data Agent consumption visibility for Capacity Monitoring

Customer is using Microsoft Fabric Data Agent and needs visibility into capacity consumption at an individual user level (1:1) to understand who/what is driving capacity pressure and to optimize usage patterns. Today, the customer reports there is no existing option to view 1:1 query consumption at an individual user level, and this is understood to be constrained by security/privacy considerations.
