Enable Key vault integration for Data pipeline to pull credentials in secure way and pass to create source / sink connections.

We need ability to fetch secrets from Keyvault in notebooks using SPN and Managed Identity

As addition to Avadh's comment, also support to be able to fetch it over private endpoint.
