Enable Fabric items creation permission at Workspace level

Hi, Could you please consider enabling the "Create Fabric items" permission at the workspace level? Currently, this permission is available only at the tenant and capacity levels. Allowing us to manage who can create Fabric items in workspaces would provide more granular control, helping us restrict item creation in workspaces assigned to Power BI developers and users.
