Currently the only email notification you can set for a Power BI dataset is to email when the dataset complete or fails a scheduled refresh. It seems like a bug that you can't set this for the dataset in general. I frequently use Power Automate to refresh my datasets and have no way to know when they fail. If I refresh one manually and don't watch it, it will not let me know. Bottom line, there needs to be a way to configure notifications for the dataset regardless of how it is refreshed.
