Easier alerts for all items in workspace

It would be great if we could configure alerts at workspace level. This could be an option in the workspace settings.

Possible configurations

Item types:

• Default: All item types that fail, generate an alert 
• Option to select specific item types

Job types:

• Only background jobs (scheduled jobs) generate alerts.
• This includes jobs triggered via API.
• Not necessary for interactive jobs.

Recipients:

• Default is no recipients.
• Possible to select Teams group chat
• Possible to select specific e-mail address
• Possible to select all Admins
• Possible to select all Members
• Possible to select all Contributors
• Possible to select all Viewers

This way, we wouldn't need to spend time and energy on setting up advanced alerting mechanisms.
