ESRI (Preview) Symbol Colors get "stuck" with first use values

If the first state I filter on after setting up an esri map is MA, then the symbol colors will be associated with a field's values in the color bin. I use "system" as the color field and in this case there are 9 systems and 9 colors. If I then filter on NV, the symbol colors don't change despite there being only one shared system name among the symbol colors.

To further clarify--the second state (NV in the above example) has a different set of systems--and other than the system which is in both states, the rest of the NV system colors are the same color while the symbol color list shows the MA systems and their colors only. It's "stuck" with the first use values.
