Dynamic constant line for scattergraph

While the currently available scattergraph visual supports constant line, it is manually encoded. Instead, please add the option to insert a measure as a constant line. This is helpful when comparing scattergraph items against a measure that changes based on slicer selection or from selected category of another visual
