Dynamic KPI Target - No value when required

The KPIs I usually work with have national or regional targets that need to be analysed. However, it is still of interest to know how smaller areas are doing with the analysed metric: for these, there should be no target value and KPI should show as grey. We can create a dynamic KPI objective using ISFILTERED: TargetSwitch = IF( ISFILTERED(metrics[Area]), BLANK () ,75]) But the current KPI visual does not eliminate the target, and shows as green. I think this could be quite useful for analysis.
