Duplicate name error for semantic model across deployment pipeline workspaces

When renaming a semantic model in the DEV workspace, a duplicate name error is thrown—even though no such item exists in DEV.

The conflict seems to come from the same name being present in the UAT workspace, due to deployment pipeline pairing logic. 

This blocks standard naming alignment across environments and causes confusion due to error message.
 

Renaming should be allowed if no duplicate exists within the same workspace. Cross-workspace conflicts should not block the operation.
