Download PBIX File from Service

I've created the report in power BI Desktop using the SSAS Live connection and then published the report to the Power BI Service. I want to share my reports with the users and groups so they can view, interact and download the pbix file for the same report. When I'm sharing the report to the user or the group then option for download the pbix is grayed out(even after giving the edit/build permission). But when I'm adding the user to the workspace as a contributor then he is able to get the download pbix option. And as a contributor he/she can delete the content from the workspace which I don't want them to do.
