Don't send empty reports when subscribing to a report

When subscribing to a report, it would be nice to have an option to suppress empty reports. The use case is that we have a report which lists any data load errors. We would like to run the report hourly to alert us of errors. However, the report is normally blank, as we rarely have errors. But I still get empty reports every hour. We are requesting an option that would allow us to suppress blank reports when subscribing.
