Disable Data Refresh on Renaming Applied Steps

If you're working with a large dataset, it's critical to have your applied steps named appropriately. Unfortunately, Power BI doesn't let you name your steps when you create them. It puts poorly worded steps into your applied steps section which you must rename. For example, if you remove empty values from a column, it just says "filtered rows" which is too generic to be useful. So you have to rename the step.... But that initiates a data refresh. This means it must pull ALL OF THE DATA again, and again, and again, every time you rename anything Please disable data refresh just for renaming a step. It is very wasteful of precious development time.
