Dataset Refresh for users without edit rights (Service)

In PowerBI Service, in the workspace, members don't have edit rights. I want them to have access to the manual refresh but not be able to modify the file. Scheduled Refresh is not sufficient. - Add a button for manual refresh (that could be toggled on and off) ?
