There is a limitation within Power BI Service, as well as the ADMIN API, regarding the ability to populate all dataflows that are linked to other dataflows.
The Power BI Service UI and ADMIN API (particularly field upstreamDataflows) only display those dataflows that have not been edited and keep status of "linked table." However, most users within organizations edit dataflows that are connected to other dataflows before publishing. As a result, these edited dataflows are not visible in the ADMIN APIs, which is a significant gap in platform observability. We are looking for Microsoft to consider introducing a new feature that would allow tenant admins to view a list of all dataflows linked to other dataflows, regardless of their linked status.
