DataFlow Ownership needs to be at the Workspace Level, NOT the User level

A colleague and I are constantly working on the same DataFlows. We are constantly having to take it over again to work on it. Why is it that EVERY OTHER ARTIFACT in the Workspace is 'owned' by the workspace, except DataFlows.


THIS IS COUNTER PRODUCTIVE to development.
