Data Refresh Optimization using first row and specific field in data
Instead of refreshing the dataset on a every fixed schedule, the refresh should only trigger on fixed schedule if a specific field (e.g., a date column in the first row) contains a value greater than the same column in first row in earlier data set, to optimize it further power bi should give a additional option to add another table that can be used to just check refresh the data or not based on its first row. If no new data is detected, the refresh is skipped, and an automated email is sent to the dataset owner notifying them that the data hasn't changed.
