We currently released full screen mode (https://support.powerbi.com/knowledgebase/articles/756666-display-dashboards-and-reports-in-full-screen-mode) helps scale your dashboard to fit in one screen, regardless of your screen size. Let us know if it helps with your scenario, or if you are looking for something else.

Any update on this one? Users can/cannot see all tiles of the dashboard depending on how big their screen is.

Dashboard tiles do not scale to fit different screen sizes. For example on a large screen I can see all the tiles but on a small (laptop) screen I have to scroll. This is not resolved in Full Screen Mode.
