I'm not a huge fan of the report level tooltips, so far. They are very slow and they don't work on mobile. I'd rather see customizable tooltips. https://imgur.com/a/JlnGxiI Link is an animated GIF of Tableau tooltips and how easy they are to edit, customize and stylize tooltips in that program.

- We use the very handy custom visualisation DynamicTooltip.3.1.0.0.pbiviz, we even got our marketing team to custom make the question marks to be 'on brand'.
- Good Idea , Please add the tool -tip with more click functionality which goes to detail report or detail URL

You can now create customizable tooltips via a tooltip page within Power BI.
