Power BI Desktop Global & Current file default options should be able change (customized default options) by tenant admins using scripting so that performance related options will be set by admin on client machine's. Currently it is not possible and microsoft documentation suggests only developer can change these values in their local machine.
however, our organization with >30,000 systems will be updated by packaging process, should be change these settings at one instead of waiting from developer action
