Cross Workspace Row Level Security in MS Fabric

It is crucial to have RLS implemented once in Lakehouse or Warehouse in data producer Workspace and allow any consumer Workspace that create Shortcut reading producer Warehouse able to assume the RLS restriction directly. In summary, cross-workspace RLS is needed.
