Content Pack Access vs Create/Publish

In our business environments it is difficult to justify to customer the need for some viewers of content packs to have create and publish access also. Ideally I am requesting that Content Pack be split by level or configurable in order to have some people have view access only and others have create and view both. (How SharePoint tiers, as context)
