Configure the navigator buttons in a single place

Currently, navigation has to be added to each page of a report via copy/paste. If I want to change the button design (add padding, use a different background image, etc.) I have to repeat the process on every single page of my report. I'd expect that level of sophistication from a product built in 2005, not 2025. There needs to be a way to have consistent navigation across all report pages. Edits made to the navigation panel should populate everywhere the navigation panel exists.
