Conditional formatting for clustered/stacked charts with more than one value on axis

Since it is possible to set separate colors for every column on the chart, it'd be nice to be able to use conditional formatting on them as well. Unfortunately as soon as I put two different measures on one axis the option for conditional formatting disappears.

This ask has been fragmented across several ideas, but this is one of those issues you can't believe haven't been implemented yet.
