Conditional Formatting based on a different measure

I would like to be able to format a column in a table or matrix based on values of a different measure, or based on values of the same measure in a different row of the table. Examples : 1. Conditional formatting of sales amount based on the value of sales amount last month(green if higher, red if lower etc.). 2. Conditional formatting of sales amount based on sales goal(higher/lower than goal, and how far from target)

Absolutely needed. I am required to separate data prior to building visuals...the exact opposite functionality Power BI should be providing.

It really is completely unacceptable that clearly Microsoft has not made this a priority, since this request has been known for two years now. Migrating reports from other platforms that dó have proper conditional formatting, i.e. based on another column and other datatypes, not just numeric. I am in the middle of a migration effort to Power BI and now have to let users know they will lose the current conditional formatting. Not a great way to sell a new solution. Fix this Microsoft, it's fundamental to any reporting environment, even if I have to program code to realize this, as in SSRS, which is also pretty primitive but at least it works.
