allow themes to be changed via bookmarks. For example, allow users to change the theme of a report to a color blind friendly palette at the click of a button

- We need this for the same reason.
- Need this in the service as well possibly via the view button, which seems to change some theme elements already.
This is needed as our default theme suggested by Marketing is not Color blind friendly and a key user is color blind.
