Catalog-Only mode for exposing Fabric items in Catalog

I would like the users to discover the lakehouses our team is building but not access its data, but there is no “catalog-only” mode that bypasses permissions entirely. Currently only if you grant them minimal permissions (such as "view" or "read"), they can discover the item in the OneLake Catalog. So we cannot use the OneLake catalog as a true data catalog which is a list of all fabric datastores like lakehouse or warehouse, that people can discover and then request access to.
