Cannot set Y-axis of line chart data type to time

I am trying to graphically display what time on average a task was completed by, trended by month and fiscal year to date with the legend showing employees. The time variable is showing up as decimals from 0 to 1. The data is a calculated variable with the following formula: "Average_Time = AVERAGE(Times[Completion_Time])" with "Times[Completion_Time]" formatted as a time. When I select the variable in Fields and go to "Data Type" in the modeling tab, the Date Time option is grayed out. How can I display this variable as a time?
