CU (s) {Capacity Units in Seconds} limit for workspaces assigned to a Microsoft Fabric capacity

Customer wants a feature that limits how many Compute Units (CUs) a workspace can use. If the workspace tries to use more than the allowed limit, the system should stop or reject the jobs automatically in order to prevent spike in capacity utilization later on.
