In Power BI Table visuals, Web URL conditional formatting does not apply to rows that are rendered solely due to the "Show items with no data" option. If any measure (implicit or explicit) is used and all measures on a row are blank, the row is displayed, but the URL formatting is ignored—as if the row didn’t exist. This happens regardless of whether the URL is defined as a column or a measure.
This appears to be a long-standing bug in the conditional formatting. It would be highly beneficial if this issue was finally addressed, as it limits the usability of "Show items with no data" in real-world reporting scenarios.
