I noticed there are background color and font color options for conditional formatting at this time, but nothing (as far as I can tell) to apply a bold font to the text of the cell as a conditional format. Can this be added?

That is a feature that is going to help move users from excel reports to Power BI. Having the ability to have bold text for values for conditions formating the font and also apply Row Headers toggle option as with the Apply to Values & Total one.
