Be able to publish Power BI Desktop Template to the Cloud without Data

As a Power BI user, I want the ability to publish templates only to the cloud and have the auto refresh take care of filling in the data so that I don't have to wait hours every time I publish my yuge datasets

I have several tables with millions of records, publishing updates or something new from my Power BI Desktop takes forever. Why not have the option to publish the template (Metadata/Schema/Relationship) to the cloud and set the auto refresh to upload the data for me while I am away?

I would like to be able to do this to be share report templates with clients. It will look better than sharing this by email / web download.
