Azure Enterprise Billing: The "Cost by location" widget should not put "All Regions" marker in USA, that's just confusing

Suggest moving the "All Regions" marker in the "Cost by location" widget on the dashboard to a neutral place, such as the Atlantic or perhaps the Arctic for improved visibility
