Assign different Capacity Units to different workspaces all under one SKU

Let's say that I have an F16 SKU(16 capacity units). I would like to assign different CUs to different workspaces all under the same F16. For example have a DEV Workspace with 8 CUs, a Test Workspace with 4 CUs and a Production Workspace with 4 CUs. And be able to change the CU-assingments based on the needs of my project.
