Allow users to select Print layout for paginated reports prior to Viewing report

When running a paginated report, the default is Web layout.  In some cases, the Print layout is needed, but you cannot select Print layout until the user selects View report.  The View option for Web layout or Print layout should be selectable prior to Viewing the report.
