Allow lower than F64 capacities to access Azure Open AI Services

Currently we can run Open AI services for in Azure Synapse Analytics in lowest possible spark compute, which is most cost effective for us to have a dev playground. Spinning up an F64 just so that people can test it is not the best solution available.

Remove the F64 limit to AI Skills, because it limits the access to smaller companies who can still greatly benefit from this technology.
