Allow enabling both Fabric Mirroring and CDC for tables in SQL Managed Instance

Mirroring with SQL Managed Instance is currently in preview. The documentation for this feature lists the following limitation:

  • An Azure SQL Managed Instance database can't be mirrored if the database has: enabled Change Data Capture (CDC), Transactional Replication, or the database is already mirrored in another Fabric workspace. (https://learn.microsoft.com/en-us/fabric/database/mirrored-database/azure-sql-managed-instance-limitations)

We enable SQL CDC for many of our tables for uses besides sending data to Fabric, and so this limitation prevents our use of Fabric Mirroring.

Please support enabling both Fabric Mirroring and SQL Change Data Capture simultaneously on the same table in SQL Managed Instance databases.
