In Fabric, dataflows have a read-only mode, which occurs when a developer is not the dataflow’s owner.
Please allow developers to choose to open a dataflow in read-only mode.
This feature is valuable because it lets developers make temporary changes—such as adding filters or test queries—to explore or troubleshoot a dataflow without any risk of unintentionally modifying the production version.

You can actually accomplish this today in Dataflow Gen2 (CI/CD). Dataflow doesn't automatically save your changes, so you need to click the "Save" button in order to commit / publish those changes.
Let us know if that works for you today or if you have something else in mind that could improve your experience.
