Allow branching out to new workspace when artifacts reference warehouses in separate workspaces

When workspace A has artifacts that reference warehouses and lakehouses in workspace B, at the moment when trying to "branch out to a new workspace" from workspace A we get a dependency error. Please make it so that artifacts in separate workspaces do not count as dependencies!
