The current PLM process of moving content using the deployment pipelines does not include moving the workspace app from one workspace to another.
Adding the app to the production workspace is a manual process that requires giving the developers member level permissions.
This circumvents the concept of having a read only production environment or workpsace.
Recommendation is to allow the app to be promoted as an individual object using the deployment pipeline functionality.
