Allow access to change data feed through SQL analytics endpoint

Fabric Lakehouses support enabling the change data feed: https://www.serverlesssql.com/delta-change-data-feed-in-fabric-lakehouses/

This change data feed currently does not seem to be available through the SQL analytics endpoint. Adding change data feed support to the the SQL analytics endpoint would help to simplify replicating data from lakehouses to other systems.
