Enable users to configure the refresh frequency of shortcut transformations so they can balance data freshness and cost.
This would allow users to choose between near real-time usage when up-to-date data is required and lower-frequency refreshes when they want to reduce cost and ingest data more easily.

In addition, a more desirable behavior would be for shortcut transformations not to run, and therefore not incur charges, when no files have been added or changed.
