Allow Power BI Service report/dashboard subscriptions for external users

Please allow Azure AD B2B guest users who have access to an App on Power BI Service to subscribe to email notifications.

Why isn't this possible already? Seems like a no brainer for Microsoft to add this capability as external users already can get access to these reports.
