Allow Filter customization and Personal Bookmarks in Monitoring Hub

In the Fabric monitoring hub allow selecting multiple workspaces under the location filter. Allow also creating and saving personal Bookmarks for selection of workspaces so it's easier for administrators to navigate and check what's going on for a set of workspaces instead of filtering one by one
