Add service principal application support for artifact api

Currently only delegated permissions are supported to create and edit artifacts (such as Data pipelines, notebooks, etc -> https://learn.microsoft.com/en-us/rest/api/fabric/articles/scopes). I would love to have application permissions support so we could manage and provisioning for these kind of artifacts through an automated script. (once you give the SP access on the workspace)
